Eloping in Georgia help?

My fiance really want to get married. We're trying to buy a house and we are low on finances right now. Most of my family suggests eloping which is what we were thinking about doing, but we really want close family to be a part of this, and we want a ceremony too. Where can we have a small simple wedding? Some people suggest eloping then having a ceremony? I thought getting married was the ceremony? We don't know the first thing about weddings.
